New Collective Agreement To Strengthen Malta’s Justice System

During an event held at the Law Courts in Valletta, a new collective agreement for employees of the Court Services Agency was signed, marking what Prime Minister Robert Abela described as another important step forward for the justice sector. He said the agreement sends a strong message that workers who support the administration of justice, assist the judiciary and serve the public must be properly respected, supported and recognised.

The Prime Minister explained that the agreement comes at a time when Malta is continuing to modernise its justice services. He outlined how investment is being increased across the sector, with a focus on strengthening human resources, improving infrastructure and accelerating digital transformation. These efforts aim to make the system more efficient, transparent and accessible.

Referring to Budget 2026, Abela reaffirmed the Government’s commitment to providing the tools needed to further strengthen the sector. He highlighted ongoing legislative reforms and greater specialisation within the courts, including developments in the Commercial Court and Family Court, as well as new structures such as a specialised Magistrates’ division dealing with magisterial inquiries. He also pointed to continued investment in the judiciary and supporting services.

The Government is also upgrading the physical spaces where justice is delivered. This includes additional courtrooms, improved security and new buildings such as Palazzo Conte, alongside plans for modern and accessible facilities in Gozo. At the same time, new technology is being introduced through improved equipment, stronger connectivity and digital systems designed to streamline case management.

Abela said these initiatives are already contributing to more timely decisions, stronger services and increased public trust. He added that the agreement helps strengthen stability and professionalism, while supporting the retention of experienced workers and attracting new talent.

Minister for Justice Jonathan Attard said the agreement also creates new roles and career pathways, reinforcing long term investment in people and systems. Meanwhile, Dr Vanessa Grech described it as a key milestone, while GWU Deputy Secretary General Kevin Camilleri highlighted the importance of collaboration in achieving a balanced and sustainable outcome.
